Yes   No A student's spouse (or father) comes to the Palmer Registrar's Office and presents a piece of paper signed by the student that states: "I consent to the disclosure of my education records to my spouse (or father)."  The paper is signed and dated.  The spouse (or father) proves to you that he is the spouse (father) of the student in question.  This constitutes sufficient written consent under FERPA, correct?
